These people would form organizations to protect each others' interests and share research results with one another. These would be Scholar Guilds. Brolne has the backing of almost all major Scholar Guilds. It is known as the world's education hub where many are sent to nurture their talents. Since it focuses on research, its laws are relatively laxer. It has established friendly relations with surrounding countries.
